Does a 2,500kg tow rating mean I can tow a 2,500kg caravan?

No. The braked tow rating is a ceiling on the trailer, and your car also has a GVM and a GCM (Gross Combined Mass) that the car, its passengers, everything in it and the loaded van have to fit inside together. Plenty of vehicles rated to 2,500kg run out of GCM well before the van reaches its ATM. Where do these tow ratings come from?

They are the braked towing capacities published for each variant, held in our tow-vehicle table and used unchanged. We do not adjust or average them, and a model only appears once a variant of it publishes a rating that reaches 2,500kg.

What about ball weight?

Ball weight is the download the van puts on your towbar, and it counts against your car's payload, not the caravan's. Most tow vehicles cap it at around 10% of the tow rating, so a 2,500kg rating usually comes with a towball limit near 250kg - check yours on the towbar plate.
